One area, one ballot: the two ZIP codes that make up the Central Providence Health Equity Zone, covering nine neighborhoods (Elmhurst, Federal Hill, Hartford, Manton, Mount Pleasant, Olneyville, Silver Lake, Smith Hill, Valley) and more than 84,000 residents; Ocean State Media calls them nine of Providence's poorest neighborhoods. The lines are administrative, but the area was designated a Health Equity Zone because of health inequities (Olneyville was one of the first three HEZ sites in 2015, expanded to the nine neighborhoods in 2018 per the Providence Post), and the state picked it for PB on need criteria (40.7 percent BIPOC, median household income $47,011, 30.49 percent attributed to a Medicaid Accountable Entity, 43.22 percent turnout in 2016). The state report says the Steering Committee 'ensured geographic equity' across the area but does not say how, and no per-neighborhood pots are documented; the capital projects landed in Olneyville (Merino Park), Smith Hill and Benton Street (orchards) and at bus stops across the area. A sister process ran in parallel in the Pawtucket Central Falls HEZ, convened by LISC Rhode Island, with its own $450,000 and rulebook.
