The state evaluation was built by RIDOH and EOHHS with the two HEZs, a PB consultant and two Brown University MPH research assistants: observation guides, pre and post surveys of Steering Committee members and delegates, focus groups, exit surveys after meetings and a post-vote survey (312 respondents in Central Providence). It covers the process up to the vote. The case study, by a ONE|NB staff member not involved in NNF and an intern, covers implementation: 25 interviews, meeting observation and implementer-collected surveys, with themes fed back to participants for comment. Neither had authority over rules, and with no second cycle their recommendations (fund staff, delegate more to residents, bring agencies in earlier, communicate better, secure public money) have nowhere formal to land; the team that would have carried them was laid off within weeks of the case study's release. Two mid-process adjustments are documented: the Implementation Committee simplified the RFP and added interviews so that small groups without grant writers could compete, and when interviews surfaced that subcommittees wanted more project updates, staff scheduled extra subcommittee-implementer meetings.
