One cycle ran, from August 2022 to the end of 2025, so 'per cycle' here means 'once, in that cycle'. The Steering Committee (17 residents, four meetings) wrote the rulebook in August and September 2022 with an external facilitator at some meetings; ideas were collected September to December 2022 (over 300; Ocean State Media says 347); 32 Project Delegates in six thematic committees turned them into 20 ballot proposals from January to May 2023; voting ran two weeks in June 2023. Implementer selection is its own row because the case study treats it as the distinctive step: an Implementation Committee wrote a two-step RFP (short application, then interview, with office hours) and Project Subcommittees scored and chose implementers in two rounds (November 2023 and April 2024); the three capital projects went through agency procurement instead. Evaluation ran twice (state report, case study). Civic education took the form of a Fresh Fridays Zoom panel (December 2022), a delegates' kickoff with the City Council President speaking (January 2023) and presentations to councilors. Advocacy was the Implementation Committee's strategy to get public money, notably City Council discretionary funds, for a future PB, plus ONE|NB raising $550,000 to top up the pot. Mandate defense is marked unassigned as a diagnosis: when the convener cut the team at the end of 2025 there was no body positioned to hold the PB mandate, and the organizing that followed (reported by the Providence Post) was about rehoming the Health Equity Zone, not the fund.
