All values here are the convener's own words, taken from the eight general criteria the first-edition evaluation says inspired the design (collective construction, direct democracy, diverse channels, co-production, efficient participation, participation networked in the territory, transparency and traceability, diversity of people) and from the 2024 decree's stated aims (maximum plurality and diversity, territorial balance, and a climate-emergency test on every proposal). Transparency is lived through decidim.barcelona, where every proposal can be traced from submission to execution and where the 2026 execution decree requires a page per project with its progress percentage. Shared power is lived through a vote the City commits by decree to execute, and equity through a redistributive district formula. Inclusion, deliberation and gender perspective are named but the evaluators themselves report that participation remained biased by origin, socioeconomic level and especially age, that the process had less deliberative content than intended, and that one project sheet still lists gender perspective as pending assessment. Accountability is strengthened on paper by the 2026 execution decree (promoter meetings, district follow-up commissions), but the evaluation notes information thinned out once projects were chosen in the first edition.
