This is a municipally run process with almost no external partners named. The Regidoria de Participació drives it and the Direcció de Serveis de Participació i Innovació Democràtica, within the Gerència de l'Àrea de Drets Socials, Salut, Cooperació i Comunitat, is the responsible administrative body; the mayor convenes each edition by decree and the Comissió de Govern approves execution; the ten districts organise the debates, host the support points and, with BIMSA, Foment de Ciutat, the Consorci d'Educació de Barcelona (CEB), IMU/IMPU and their own works teams, build the projects; municipal technical teams do the validation and concreció. The first-edition accounts show 350,805 euros spent on coordination and facilitation and 318,937 euros on communication, so outside services were contracted, but the documents do not name them. The only formally constituted civic counterweights are the 16-member Comissió de Seguiment del procés (10 from the Consell de Ciutat, 3 first-edition promoters, 3 experts), which gives opinions and recommendations, and the Comissió d'Empara, the guarantees body under the Reglament de participació ciutadana, which settles interpretive doubts and guards participation rights. Promoters (individual residents, neighbourhood associations, school family associations, community groups) are not partners in a contractual sense, yet the rulebook depends on them: a shortlisted proposal is withdrawn if no promoter can be found for the concreció phase, and each selected project gets a promoter seat on the district follow-up commission. The evaluation records how fragile that role is, with several first-edition projects orphaned when promoters moved away or were never identified, and the executing body then designing the project internally. Consells de Barri and other existing participation bodies are used to announce results and follow execution. No academic or arms-length evaluator appears in any document.
