The 2024 decree names the people it wants to reach in one clause: those who, because of individual or social conditions such as age, origin, cultural context or functional diversity, have difficulty exercising their right to participate. It grounds this in four municipal instruments (the 2018 government measure on participation of people of diverse origins and cultural contexts, the 2017 recommendations for inclusive and diverse participation, the Pla d'infància 2021-2030 and the Pla d'Adolescència i Joventut 2023-2030), which is why the reason is read as mandate for youth and origin. Youth is centred most concretely: the voting age is 14, and children aged 8 to 13 have their own in-person sessions to propose and an assembly that puts up to two proposals per district straight onto the shortlist. For origin and disability the design promises debates for specific collectives and support resources; the first-edition accounts show budget lines for functional diversity (22,209 euros spent), childhood (12,984) and youth (8,911), reception services and accessibility at sessions. The digital divide is addressed through staffed support points and managed user accounts. Poorer, denser, less healthy districts are centred through money rather than outreach, via the redistributive allocation formula. What the documents do not contain is any demographic data on who actually proposed, supported or voted; the evaluators state that participation was biased by origin, socioeconomic level and above all age, but they infer this from the kinds of facilities that won funding, not from participant data. The verification column is therefore left empty rather than filled.
