Maker’s note · curator

Both editions set aside 30 million euros of the municipal investment budget; the evaluation recommended holding rather than growing that figure until the method could guarantee delivery within four years. In the first edition 29,145,000 euros were committed to 76 projects at the vote and 29,949,317 euros had been spent by 16 May 2024. Only investments qualify: things the City can transform, build or acquire that last over time, in three categories (improvement of public space, improvement of municipally owned or maintained facilities, acquisition and rehabilitation of real estate for public use). Programmes, events, studies, staff, grants, rentals, vehicles, public transport infrastructure and electric charging points are excluded, and each proposal's cost must include design, works management, taxes and maintenance until it enters the ordinary budget. Per project, the 2024 floor is 50,000 euros for facilities and real estate and 100,000 euros for public space, and the ceiling is 50 percent of the district pot. The money is split into ten district pots by a redistributive formula: 50 percent shared equally among the ten districts, 15 percent by population, 10 percent by average disposable household income per head (favouring poorer districts), 10 percent by net population density, 10 percent by life expectancy (favouring districts with worse health) and 5 percent by surface area. The 2024 allocations are Ciutat Vella 3,600,000, L'Eixample 3,000,000, Sants-Montjuïc 3,600,000, Les Corts 2,000,000, Sarrià-Sant Gervasi 2,200,000, Gràcia 2,200,000, Horta-Guinardó 3,000,000, Nou Barris 3,600,000, Sant Andreu 3,200,000 and Sant Martí 3,600,000 euros. Money left unallocated in a district after the vote is kept in the participatory budget as a reserve for cost deviations anywhere in the city; in 2025 the 76 selected projects add up to 29,275,000 euros, leaving 725,000 euros in reserve. There is no citywide pot and no separate children's pot: children prioritise proposals inside their district's shortlist. The 750,275 euros the first edition cost to run were separate from the 30 million.
