The goal of Pressupostos Participatius de Barcelona is to open spaces and channels through which residents propose, deliberate on, prioritise and directly choose investment projects for each of Barcelona's ten districts, to be executed by the Ajuntament within the municipal mandate, so that citizens gain voice and a leading role in managing public resources, direct democracy comes to coexist with representative democracy, and a new democratic culture of participation becomes part of the normal working of the city's institutions.

The general objective as the first-edition evaluation states it is to generate spaces and channels for citizens to construct and deliberate on the city's needs, challenges and priorities and on concrete projects to execute during the mandate. Its specific objectives are about the shape of participation (direct democracy alongside representative democracy, accessibility and inclusion, gender perspective, hybrid digital and in-person participation, widening citizens' capacity to influence) rather than about the projects themselves, and the qualitative balance frames the process as a school of citizenship and a new way of making the city. That is why the goal type is read as cultural rather than project-level, even though the 2024 convening decree describes the instrument more narrowly as direct democracy over investment projects. Investment projects are the vehicle; the stated end is a changed participation culture that consolidates edition after edition.
