Both Rulebooks name five Guiding Principles defined by OPB and its Board in January 2024: Civic Education & Empowerment (to which a Board member added 'testing new ways to maximize community involvement', Meeting 3), Development & Impact, Partnerships & Trust, Accessibility, and Equity & Inclusion, plus an Equity Framework (statement, three goals, guidelines on Equity, Priority and Impact) adopted into the Rulebook on May 23, 2024. 'Building collective capacity on issues of social and racial justice' is the ordinance's language and is treated here as externally imposed on the Office by the ballot measure and ordinance. Equity is judged Lived because the pilot evaluation documents it shaping partner selection, the idea form, an equity scoring rubric at forums, marketing placement and library office hours. Transparency is Lived in the sense of open Board meetings with a 15-minute public comment slot and a written response at the next meeting, published minutes and slides, all ideas visible online and never modified, and public comment on draft proposals. Trust is marked Aspirational: the evaluations measure feeling heard, and both cycles recorded resident skepticism about whether projects would be implemented as presented. The equity language was deliberately kept broad rather than naming groups (Board discussion May 23, 2024, citing legal and political climate), and in May 2026 the term 'priority populations' was removed from the Rulebook 'to ensure the process does not appear exclusive' while the three groups it described were kept.
