The Office of Participatory Budgeting, led by Director Renato Castelo with a staff of three for most of the period, coordinates the whole system. The Board is written into the ordinance and Rulebook as nine Boston residents on two-year terms, appointed by the Mayor and City Council, unpaid and reimbursed only for transport; its first meeting was December 4, 2023 and it met weekly through the Rulebook winter, then bi-weekly, then monthly, and from May 2026 by email update with meetings at key moments. Attrition is a documented problem: membership fell from nine to six during the pilot, three seats were unfilled from January 2025, several 2025 meetings lacked the quorum of five, Claire Teylouni joined in November 2025, Jim Kennedy stepped down as chair over term limits in January 2026 and Carla Stovell was elected chair on May 7, 2026. The Chief Financial Officer and Finance Cabinet certify proposals before the ballot and set the appropriation. Twenty-four City departments took part in the pilot, leading feasibility, costing and implementation (among them the Office of Food Justice, Inspectional Services, Office of Returning Citizens, Office of Housing Stability, GrowBoston, the Streets Cabinet, Office of Immigrant Advancement, Office of Workforce Development and Office of Small Business); they are marked Handshake because no instrument binding them is documented, the Rulebook assigns them these tasks and staff attend forums as volunteers on their department's behalf. The City Data Analytics team in the Department of Innovation and Technology topic-models the ideas and runs the idea dashboard. Contracted Community Partners numbered 9 in FY25, 19 in FY26 and 17 in FY27 (for example Maverick Landing, NUBE, Union Capital Boston, Sociedad Latina, Greater Boston Chinese Golden Age Center, ACEDONE, Brazilian Women's Group, True Alliance Center and VietAID); they were paid per event hosted in the pilot and contracted for the full cycle in FY26. Data+Soul Research (formerly MXM Research Group) has been the evaluator since January 2024; ASG (Archipelago Strategies Group) runs marketing and communications and, since FY26, forum logistics; Northeastern University's Center for Design built the idea collection toolkit and redesigned the forums; Poe Public built the idea portal, Decision 21 and now Blueberry POP supply the voting platform, and Black Math and Sylvia Stewart did the branding and rulebook design. The pilot evaluation lists seven vendors, four of them minority- or women-owned (ASG, Data+Soul, Poe Public, Sylvia Stewart). Merrimack College provides a Community Engagement and Outreach Specialist Fellowship. The Better Budget Alliance and Center for Economic Democracy, the coalition behind the 2021 ballot measure, sit outside the City's contracts but are present at almost every Board meeting's public comment, ran their own idea and voting drives, and a viral BBA post drew roughly 400 votes in a day in FY26. Ten Boston Centers for Youth and Families centres served as PB Corners and ballot sites in FY26, alongside Boston Public Library branches, Boston Public Schools social studies classes and Age Strong volunteers.
