The goal of Ideas in Action is to give Boston residents an official point of entry into the City's budget process, by proposing creative new ideas to address local needs and voting on which projects get funded, and to gauge resident priorities to inform the City's annual budget, so that public engagement and direct democratic involvement grow, collective capacity on issues of racial and social justice is built, and equity and inclusion become embedded in City practices.
The wording is the Office's own. Both Rulebooks state the OPB mission as providing an official point of entry for Boston residents to contribute to the City's budget process, and two cycle goals: offer opportunities for the public to propose creative new ideas to address local needs, and gauge resident priorities to inform the City's annual budget process. The three mission bullets (furthering public engagement and direct democratic involvement; building collective capacity on issues of racial and social justice, which is the ordinance's phrase; aligning with the City's goals of embedding equity and inclusion) supply the future clause. Funded projects are the vehicle, but the stated aim is about how budget decisions get made and who is in the room, so Goal type is read as Cultural-level; Trust-level would also fit, since the Guiding Principle Partnerships & Trust names confidence in local government as an outcome and the evaluator measures feeling heard as an early indicator of trust. The second goal, informing the wider $4+ billion budget through a Summary of Findings dashboard shared with departments, is stated in every Rulebook but not yet evaluated.
