One citywide process and one ballot for a city of about 117,000, the first citywide PB in the United States. Voters and delegates may live in Vallejo or its unincorporated areas; from Cycle 3 capital projects must sit on public property within incorporated city limits and program beneficiaries must reside within them. There is no neighborhood tier and no geographic weighting of money; the only spatial equity device is outreach, with assemblies from Cycle 2 targeted at areas where fewer residents voted in the previous cycle, and no report measures turnout by neighborhood. The Cycle 3 report notes that geographically specific projects tend to garner fewer votes than citywide ones.
