What this is

Everything the system does in and around cycles: not only the cycle steps (outreach, ideas, deliberation, voting) but the between-cycle work of advocacy, education, partner care, and defending the mandate.

Why it matters

This is where a stated goal either gets resourced or quietly does not. The work nobody owns is where systems rot, so naming the activities, and who they belong to, exposes what is actually anyone's job and what the system is only hoping happens.
