Amounts are in the currency and year the document gives and are not comparable across 35 years of inflation and two currencies; shares are the safer measure. In 1989 the City had 3.2 percent of its budget for investment; the tax reform and federal transfers raised it to 10 percent in 1990, 17 percent in 1992 and about 20 percent in 1994, and the OP decided most of it: 50 percent of the investment budget in 1995, 109 percent in 2000, 66 percent in 2002, or 7 to 15 percent of the whole budget in the City's series, and 46 percent of total investment on average in 1997 to 2006 in the World Bank's. After 2008 the share fell to 7 to 8 percent of investment in 2009 to 2011 and 8 to 16 percent in 2013 to 2016, and what was budgeted was mostly not spent: of R$ 494.3 million budgeted for 2013 to 2017 less than 1 percent was executed. The plans show the scale: R$ 260.1 million for 679 demands in 2011, 414 of them rescued from earlier plans; about R$ 174 million summed over the 2013/2014 plan's region and theme totals; R$ 17.8 million in new demands in the 2019/2020 plan. Since the 2022 resumption the pot is a fixed reserve in the annual budget law: R$ 10 million in 2022 (split equally, R$ 476.9 thousand to each of 17 regions and 4 themes), R$ 15 million in 2023 according to the Observatório das Metrópoles column, R$ 20 million in 2024 (the LOA 2024 project calls it the third year of a reserve and an increase) and R$ 20 million in 2025, R$ 16 million to regions and R$ 4 million to themes under the 80/20 rule, equal to about 2 to 3 percent of the City's investment. The money has always been able to fund services as well as works: the themes include subsidised community creches, social-assistance agreements, culture workshops and animal sterilisation campaigns. In the 1990s most works were small (78 percent under R$ 400 thousand) but most money went to large citywide works chosen in the thematic plenaries, such as the Third Perimetral ring road. Loans from the World Bank, IDB, BNDES and CAF financed OP works in several years, under the lender's conditions.
