In Porto Alegre's own vocabulary the rows are: preparatory meetings in the regions and themes with flyers, radio and television spots (outreach); demands written on forms with a map by registered associations and street commissions, and since 2004 also by internet (idea collection); the single round of 17 regional and 6 thematic assemblies in July and August that votes priorities, elects councillors and sets the number of delegates, and the council's votes on the budget guidelines law by 30 July, the budget by 30 September and the investment plan (voting or deciding); the forums of delegates every two weeks ranking the works, with microregion meetings underneath (deliberation); the departments' feasibility and cost analysis and the planning office's matrix (proposal development); works commissions, site visits and, since 2023, SEI access to each demand's file (oversight); the public accounting of last year's plan at the preparatory meetings and the council's vote on the GOR report of budgeted, committed and executed amounts (debrief); the rulebook rediscussed every cycle, fixed in May since 2023 (rulebook authoring); training seminars for councillors and delegates, the CapacitaPOA programme from 2010 and a 1997 programme to teach City staff the process (civic education); the council's standing demand that the OP's share of the budget law grow, and in the 1990s councillors lobbying aldermen and occupying the chamber for the tax reform (advocacy); the councillors keeping the council alive through 2017 and 2018 without assemblies, and extracting a public commitment from the mayor-elect in 2016 (mandate defence); the City's relations with UAMPA, the associations, visiting cities and the OIDP network (partner cultivation); the city observatory created in 2006 and the demand-tracking systems (data infrastructure); and four digital attempts, 2001 to 2003, 2013, 2019 and 2021, none of which became more than consultative (platform deployment). The classic model had two rounds of assemblies and City-run preparatory meetings in the neighbourhoods; the second round went in 2002 and the City-run meetings in 2005/2006.
