ONE Neighborhood Builders convened the process through its Health Equity Zone initiative and also held the money, so it is fiscal sponsor as well as convener; at the end of 2025 it laid off the whole Central Providence Unidos team and, per Ocean State Media, withdrew from its HEZ partnership with RIDOH and returned grant money, so the roster below no longer has a holder. The state sits on both sides: EOHHS and RIDOH issued the RFP, contracted the HEZ, vetted every idea for HSTP eligibility before delegates saw it, sat on the Implementation Committee (EOHHS) and evaluated the process (RIDOH, with its consultant Pam Jennings and two Brown MPH students). The resident bodies are listed as partners because they, not staff, made the formal decisions: the Steering Committee wrote the rules and tabulated the vote; subcommittees of one to three residents plus agency and nonprofit partners chose each implementer. Medicaid Accountable Entities funded bus-shelter ads, hosted idea boxes and voting pop-ups at clinics and sat on the Steering Committee, per the state report. City Council President Rachel Miller spoke at the delegates' kickoff, the Roadmap launch and the Merino Park opening and, per Ocean State Media, wanted to put her ward's infrastructure money into PB; her commitment is marked aspirational because nothing was formalized. Implementers are the ten organizations that carried the eight projects; Wasted* is a Vermont public benefit company, RIPTA a public agency, and the rest local nonprofits and grassroots groups, which the case study reads as a deliberately atypical distribution. The Woonasquatucket River Watershed Council, which ran the water filter project, was in talks in March 2026 to become the HEZ's new backbone. Whether the consultant, Secretary of State and collaborators were paid is not stated.
