The Balanç is the City's own July 2024 evaluation of the 2020-2023 edition, written by the department that runs the process; the survey behind it gathered 83 responses from promoters of winning projects. The Comissió de Seguiment del procés has 16 members appointed by the mayor (10 from the Consell de Ciutat, 3 promoters from the first edition, 3 experts), meets at least three times per edition including a final evaluative session, and under article 35 of the Reglament de participació ciutadana gives opinions on the methods, follows their effectiveness, reports on amendments and debates the results report. During execution each district convenes an annual follow-up commission (district councillor, works technician, participation officer and one promoter per selected project) and each project has a decidim page showing progress. The loop between editions is documented and worked. The 2024 convening decree says the second edition's design took the first into account and lists what changed: reinforced participation of people who find it hard to take part by age, origin, cultural context or functional diversity; a better method for collecting and managing proposals (submission only through a structured decidim form, three per person, after the first edition's multiple collection spaces produced proposals with no promoter); measures for territorial balance between barris; more time for technical assessment; and an execution decree to give legal guarantees, follow-up and a review route for projects that cannot be built. Other first-edition lessons visible in the new rules: the process is separated from the PAM/PAD municipal plan, compacted inside the mandate (October 2024 to May 2025 rather than February 2020 to June 2021), the pot is held at 30 million euros rather than grown, district remainders are reserved to cover cost deviations, the shortlist rises from 20 to 25 per district, and children aged 8 to 13 get their own track. None of these bodies can force a rule change; the residual power to decide anything not covered by the rules sits with the Regidoria de Participació after informing the commission. The promoter survey figures other than the 7.8 overall rating could not be read from the chart page.
