Rows follow the six phases of the 2024-2027 rulebook. Outreach: in-person debates in the barris (at least as many sessions per district as it has barris), itinerant information points and a support point per district, plus a communication campaign; the flyer is one artefact of it. Idea collection: proposals only through decidim.barcelona between 7 October and 29 November 2024, a maximum of three per person or entity, with children aged 8 to 13 proposing through dedicated in-person sessions. Technical validation: municipal technical teams accept or reject proposals against the rulebook's requirements, merge duplicates, publish results on 24 January 2025 with reasons, and answer allegations by 7 February 2025. Shortlisting: between 14 and 21 February 2025 anyone aged 14 or over could give 2 to 10 supports with no territorial limit; the 23 most-supported proposals per district plus up to 2 chosen by a children's assembly go forward, adjusted for barri balance and topped up until the shortlist is worth 1.5 times the district pot. Proposal development: concreció meetings between promoters and municipal technicians from 22 February to 5 April 2025, where a proposal is withdrawn if no promoter can be found or the technicians judge it unviable. Final vote: planned for 6 to 11 April 2025 in the decree, actually held 12 to 17 May 2025 according to the execution decree; residents aged 14 and over vote in two districts (their own and one of their choosing) with a shopping-basket ballot of at least two proposals up to the district budget, online or at in-person support points. Implementation oversight runs through the mandate under the 2026 execution decree: meetings with promoters at preliminary and executive design, a per-project page on decidim with progress percentage, annual district follow-up commissions with one seat per selected project, information in the Consells de Barri, and children's sessions for projects that affect them. Cycle debrief: the decree schedules an evaluation of the process from 12 April 2025 onward and the process follow-up commission's last meeting is an evaluation; the first edition was evaluated in the July 2024 Balanç. The rulebook itself is refreshed by mayoral decree each edition. In the first edition the same phases ran from February 2020 to June 2021 with 20 shortlisted proposals per district and no children's track; the evaluation reports 156 in-person meetings and 209 other meetings across the cycle, 10 district follow-up commissions meeting 3 to 4 times, and a deliberative component weaker than intended. Between-cycle work (advocacy for the next edition, civic education, mandate defence) is not described as anyone's job; the evaluators only say the process needs political and social consensus to consolidate.
