Ideas in Action is Boston's first citywide PB: one pot, one ballot, open to any Boston resident aged 11 or older. Ideas can be local or citywide, and both evaluations report participation by neighbourhood against Census populations, but neighbourhoods have no pots of their own. This was a deliberate design choice: in February 2024 the Director explained that a citywide pot with grants to community organisations avoids neighbourhood rivalries for limited money, and in April 2025 the Office declined a Better Budget Alliance proposal to set aside part of the pot for Mattapan, Roxbury, East Boston and Chinatown, saying the process would keep its citywide scope. Equity enters through where partner events are placed and where ads are geo-targeted (Chinatown, Roxbury, Dorchester, Mattapan, East Boston, Hyde Park) and through project criteria, not through geographic weighting of money. In the pilot Jamaica Plain, East Boston, Downtown and Dorchester led ideas per capita and Brighton led votes; in FY26 Jamaica Plain cast 19.5% of votes with no partner activity there, while Mattapan's forum drew few residents, which the evaluator attributed to recruiting challenges and concerns about immigration enforcement.
