All values are the City's own. Trust is the founding word (une déclaration de confiance faite aux Parisiens, 2014 charter; I trust the Parisians, Anne Hidalgo) and it is lived to the point of being a weakness: the Inspection générale found that the principle of trust meant almost no controls, so one person could deposit under several pseudonyms or vote in several ballot boxes, and recommended securing the vote. Transparency shapes concrete rules: every rejection must be motivated and published, technical studies and project progress are online, the paper count is public, results go to open data; but the audit also notes that executed costs are not published and that abandoned projects were invisible on the site. Equity became operational in 2016 with 30 million euros a year reserved for the quartiers populaires, then a floor of 25% from 2023, funded associations to accompany residents there, and a selection rule that lets a quartier populaire project beat a better-voted one. Inclusion shows in the absence of any age or nationality condition (a minimum age of 7 from 2023) and in the hundreds of ballot boxes; the audit and Brahimllari both find the most vulnerable residents still largely absent. Self-determination is the slogan: c'est vous qui proposez, c'est vous qui décidez. Accountability is promised (respect the vote, deliver, report yearly to the Conseil de Paris) but the audit calls reddition des comptes the least present dimension, and a 2023 neighbourhood council motion complains that no bilan was ever presented to residents.
