The goal of Budget Participatif de Paris is to let Parisians propose and vote directly on 5% of the City's investment budget, drawing on their everyday expertise, so that ties and trust between residents, elected officials and the administration are rebuilt, public finance becomes transparent and legible, and Parisians learn how their city works.

The 2014 charter calls the scheme a declaration of trust in Parisians and gives it four aims: strengthen the ties between citizens, institutions and their representatives; bring more transparency to public finance; invent a pedagogy of public action; draw on Parisians' expertise and creativity. The Inspection générale, auditing the scheme in 2020, reads the first as the strategic objective that the other three serve, and traces it to the Conseil de Paris vœu of May 2014, which spoke of rethinking the link between representatives and citizens in a context of economic and social crisis. The PB department's own decks (2018, 2021) restate the aims as restoring trust, increasing civic engagement, opening and modernising institutions, and informing citizens about how the budget works. From the December 2015 vœu onward a redistributive aim is added, and the 2023 charter declares the PB an instrument of péréquation for the quartiers populaires. The goal type is a judgment call: the City builds a great deal, but every statement of purpose leads with trust and civic culture rather than with the projects.
