The cycle runs about nine months from deposit to vote. Ideas are deposited online (a one-month window in January or February from 2016 to 2022, year round on Décider pour Paris since 2023); the DDCT and the borough halls check admissibility; the City's technical departments study feasibility and cost over about three months; borough halls or the City may run co-construction and acceptability workshops (exploratory walks, citizen workshops, ateliers marathon) and group similar ideas under one title; commissions in each arrondissement and one for Tout Paris settle the ballot, the Paris commission seating carte citoyenne holders drawn by lot; voting runs about three weeks in September, online and in hundreds of ballot boxes, by majority judgment since 2021; the Conseil de Paris funds the winners in December. Project holders are coached to campaign for their own projects with a city-supplied kit. Outreach is shared between the City (more than 50 deposit permanences in the borough halls in 2018, équipes de développement local, MVAC) and funded associations in the quartiers populaires: the audit counted 353 tutoring actions between 2016 and 2019, 144 by the EDL and 132 by the associations, with 17% of tutored projects winning. Implementation is tracked project by project in the BPnet back office and on the platform, with quarterly follow-up meetings at the Secrétariat général since 2018. A weekly, later fortnightly, comité de pilotage steers everything and holds a bilan each November. Civic education runs through the Ateliers citoyens and the carte citoyenne. The mandate has had to be defended in public at least once, when the Mayor and three other mayors answered press criticism in November 2019, and the City co-founded the national network of PB cities. The rulebook was written in 2014, amended in 2015, rewritten in February 2021 and November 2022, with a guide du dépôt refreshed every edition.
