The rulebook's principles page is a graphic, but its starred glossary names them: Youth Power (young people having control over important decisions that affect their lives, entered here as Self-determination), Inclusion, Transparency, Solidarity, Equality, Respect (entered as Dignity), Boldness, Courage and Innovation. They were written by the Steering Committee of youth-serving organisations and youth representatives in rule-making workshops convened by the Participatory Budgeting Project, hence Partner-stated rather than convener-stated. Equity is PBP's value, from its proposal to engage low-income youth, youth of color and immigrant youth, and it visibly shaped outreach. Transparency is marked aspirational because both evaluations found participants confused about rules, roles and meeting logistics, and one Change Agent asked for third-party vote counting. Solidarity and Equality are aspirational because Change Agents did learn about other neighbourhoods' needs while voting showed strong parochialism (Grillos, 2014). Boldness, Courage and Innovation are defined in the glossary but no design choice can be traced to them.
