The City holds the system and appoints everyone else: it selected PBP through a request for proposals and contracts it each year, and its Oversight Committee appoints the Steering Committee, which writes the rules and governs the process but decides neither the projects nor the money. The Steering Committee is entered as a write-in role because it governs rules rather than outcomes; its members range from grassroots youth groups to the Bar Association, the Zoo and City departments, so the sector cell is the majority not the whole. Attrition was severe: 68 individuals at the start of 2014, about 5 at the final meeting. The Mayor's Youth Council grew from co-chair to the backbone of the process by 2016, when every council member was a Change Agent and the two bodies blurred. Commitment levels for the Youth Council, the facilitators in 2016 and the evaluators are not stated. No fiscal sponsor is needed since the money sits in the City's capital budget, and no press, influencer or standing accountability-holder role is documented.
