The evaluation calls the model hybrid, but the spine is digital: since 2024 proposals can only be filed through the decidim.barcelona form, comments, technical results, allegations, supports and votes all run there, residency is checked electronically against the municipal register, and each selected project has a tracking page. Everything in person is either preparation for that (district-organised debates in every barri and for specific collectives, itinerant points in public space) or a bridge over the digital divide: people who struggle with the platform can register or vote electronically at support points with staff help, including through a managed user account, with a support point per district for proposals and supports and itinerant points in every barri for the final vote. Children aged 8 to 13 propose in dedicated sessions and prioritise two proposals per district in an assembly. Promoters meet municipal technicians in the concreció phase and again at preliminary and executive design during execution. Consells de Barri and other existing bodies are used to report results and follow works. Vote counts are only published once voting closes. The 010 free citizen line and the pressupostosparticipatius@bcn.cat mailbox handle questions. The first edition spent 318,937 euros on communication and the evaluators judged the launch campaign a success but wanted more communication once projects were chosen; they also note that the pandemic shrank the in-person share below what was planned, and that the sequence of phases driven by support-seeking and technology narrowed the range of participants. The flyer is in Catalan and English; the documents do not say what other languages materials were produced in.
