Everything measured here comes from the City's own July 2024 balance of the first edition and from the 2025 results and 2026 execution decree for the second; there is no independent measurement. First edition: 76 projects chosen across the ten districts, 29,145,000 euros committed at the vote, 29,949,317 euros spent by 16 May 2024, 82.2 percent executed by end of May 2024 with 100 percent expected by end of 2025, an average project cost of 394,070 euros. Participation: 1,982 proposals, 73,490 participations in total, 11,235 people giving 47,807 supports in prioritisation, 39,433 voters casting 216,628 votes in the final vote, 706 participation spaces and 365 meetings. Delivery was not uniform: school and sports projects were fully built, street pacification reached 60.5 percent, Nou Barris 63.3 percent against Sants-Montjuïc 97 percent, and ten projects were not built or only partly built for legal, planning, drought, procurement or political reasons, including two Eixample street projects and the Clot urban garden abandoned by decision of district or city government after the 2023 change of mandate. Costs drifted: 42 of 73 projects (58 percent) stayed within plus or minus 20 percent of budget, while the Jardins Massana inclusive park rose from 525,000 to 1,624,771 euros and the Raval playgrounds from 600,000 to 1,310,000. Promoters of winning projects rated the process 7.8 out of 10 in an internal survey of 83 self-selected respondents. The City's own project sheets report trust both ways: the Clot garden site was reassigned to social housing, leaving neighbours and entities who had waited years frustrated, and the Fabra i Puig bike lane promoters went to the Síndic de Greuges after months without information. The evaluators claim a standardised participation method, districts and areas working together, executing bodies treating the proposing neighbour as a client, and a school of citizenship in which participants take co-responsibility and learn the limits of public works; they also concede that the competitive search for supports and the weight of technology narrowed who and what won, by origin, socioeconomic level and especially age. Participation spilled into execution through design sessions with children for playgrounds, five non-mixed feminist exploratory walks in Gràcia to locate dark spaces, and sessions with school families; the Trinitat Nova computer rooms produced a driving group of entities, a collaboration with a technology institute and training sessions now part of the casal's daily life, and staff in 16 Sant Andreu facilities were trained on live-captioning equipment. Second edition: 239 proposals on the May 2025 ballot, 76 selected and approved for execution in March 2026 for 29,275,000 euros of the 30 million; execution is not yet reported. The vote shows the mechanics rather than the effects: proposals are selected in vote order until the district pot runs out, so in Ciutat Vella a plaza project with 169 votes was selected while several proposals with over 600 votes were marked as exceeding the budget; the most-voted proposal in the city was a stand roof for Futbol Club Martinenc with 4,111 votes. The 2025 results document does not give the number of voters, so second-edition turnout cannot be stated from these sources. Nothing in the sources measures effects on people who proposed and lost, on non-participants, or on the districts' ordinary planning.
