The cycle runs July to February and the FY27 Rulebook fixes it: Idea Collection in July (portal, phone line, PB Corners, partner workshops), Review of Idea Categories in August and September (City Data Analytics topic-models the ideas, OPB and the Board review manually; about 140 of 1,238 pilot ideas were ineligible), Proposal Development October to December (since FY26 a two-part series: October forums where residents sort ideas with an equity and impact rubric and dot-vote a shortlist, a November forum at City Hall where residents draft proposals with City staff, then a two-week online public comment period and a final feasibility and cost review by departments, Legal and the Finance Cabinet, certified by the Chief Financial Officer), Voting January 15 to February 15, then funding and implementation from spring. The Rulebook is revised each March to May with the evaluation in hand and adopted by Board vote. Ownership is shared throughout: contracted Community Partners host workshops and recruit for forums, City departments assess feasibility and implement (via grant rounds with application review committees whose recommendations go to the Mayor's team), Data+Soul runs debriefs and quarterly OPB retrospectives, the Board reviews and approves, and OPB coordinates. Advocacy for the pot happens in annual City Council budget hearings (May 28, 2024; May 27, 2025; spring 2026) and in Board requests to the Finance Cabinet. Platform deployment recurs because the voting vendor is contracted per cycle. Deliberation is the table work at forums, which OPB itself facilitates since FY26 with Northeastern's Center for Design.
