Two ballots run at once: one for projects of Paris-wide scope and one in each arrondissement (twenty until the four central ones merged into Paris Centre in 2020). Every voter votes on the Tout Paris list and in one arrondissement of their choice, residence or workplace in the early rules. The local level dominates: over 2014-2019 arrondissement projects were 94% of winners, 50% of votes and 60% of the money. Until 2020 the arrondissement pots depended on each mayor's willingness and co-financing, so they varied from one to another; since 2021 the City sets them centrally, first as a number of winners by population with a bonus for quartiers populaires (two to five, for example three plus two in the 18e, 19e and 20e), then from 2023 as money envelopes computed from population and the share of residents in quartiers populaires. The quartiers populaires are a City-defined map of low-income neighbourhoods: in 2015 the 41 quartiers of the contrat de Ville held 363,850 people, 16% of Parisians, across ten arrondissements; the City added quartiers in the 12e and 15e in 2017 and adopted a new map of 35 quartiers in July 2024 built on twelve vulnerability indicators. Projects located there or benefiting them carry a label, draw on reserved money (30 million a year from 2016, at least 25% from 2023), and some ballots guarantee at least one winner there. Brahimllari finds that winners per 10,000 inhabitants are highest in the central arrondissements and that, inside the quartiers populaires, the more gentrified neighbourhoods capture more winners than the peripheral ones. The separate Embellir votre quartier scheme uses its own grid of 85 quartiers of about 30,000 residents.
