Status is read for the present (2022 to 2025) and the eras differ sharply. Equity was lived in the 1990s: the general criteria weight need at 4, population at 2 and the region's own priority at 5, and Marquetti found poorer regions got more investment per head. The same formula is still printed in the 2023 rulebook, but the 2022 pot was split equally 21 ways (R$ 476.9 thousand each) and the 2025 pot equally among the 17 regions (R$ 941,176.47 each), so the value is on paper only. Shared power is still lived at the level of the rules: the council of elected councillors rewrites the rulebook every year, voted the 80/20 split in 2023 and the equal split in 2022, and the City's representatives speak without voting; what shrank is the object, from most of the investment budget to a fixed reserve the City sets before the cycle. Transparency was a founding claim (annual public accounting from 1990, the investment-plan booklet from 1991) that founders and evaluators say eroded after 2005, when the site stopped showing executed works; the 2023 rulebook restores a piece of it by giving councillors access to every demand's file in the SEI system, and the Marchezan administration ran its 2018 cycle under the slogan more truth, transparency, participation. Accountability survives as a rule: departments must justify absences and pending demands, and a work is not accepted without a works commission's written opinion. Inclusion was a founding choice: assemblies open to individuals, not only associations, which the City insisted on against UAMPA in 1990. Self-determination comes from the neighbourhood movement of the late 1970s.
