One citywide pot and one citywide ballot. Boston residency defines who may vote and serve as a Change Agent; idea collection is open to anyone regardless of age or residence. Committees are organised by theme, not neighbourhood, and Grillos (2014) weighed organising them by neighbourhood (better turnout, worse cross-city learning) without recommending it. Geography still shapes the process in practice: idea assemblies and vote sites were placed in neighbourhoods with large youth populations, Dorchester supplied about 29 to 31 percent of ballots in 2023-24 and 2024-25, Mattapan and Roxbury were thin among Change Agents in 2016, and City Hall as a meeting place was a documented barrier for youth from outlying neighbourhoods. No equity weighting across geographies exists because there is only one geography; the results sheets track ballots by neighbourhood (14 areas listed in 2023-24, 24 in 2024-25) but do not weight by them.
