No source gives a running cost figure: the PBP contract value, facilitator pay and staff hours are not documented, so the direct money row names the items without a number. The best-documented cost is the young people's time. Change Agents were asked for 10 to 15 hours a month in 2014 and 8 to 10 in 2016 on top of school, and both evaluations tie the cost of travel (two trains, City Hall downtown, meetings on school days) to attrition and to who could afford the deepest roles, which means the heaviest cost fell on youth from the outlying, high-need neighbourhoods the process meant to centre. The Steering Committee's cost shows in its attrition from 68 people to a handful. Political capital spent by the Mayor is not discussed in any source and is left out.
