The cycle runs from pre-planning in November to voting in May and monitoring in June (Augsberger et al., 2016); the pilot ran a compressed January to June. The Steering Committee rewrites the rules each year with PBP, the City recruits and appoints that committee and contracts PBP annually, PBP trains Change Agents and facilitators, and idea collection, outreach and the vote are carried jointly by City staff, PBP coordinators, Steering Committee organisations and Mayor's Youth Council members. Proposal development and deliberation sit with volunteer Change Agents in thematic committees (six in 2014, nine in 2016) meeting weekly after school, with City departments vetting capital eligibility and pricing. Implementation oversight and the post-vote debrief are assigned on paper to Change Agents and the Steering Committee, but neither evaluation documents them happening; Grillos (2014) recommends a debrief and a transparency mechanism as if they did not yet exist. Nobody is named as owning advocacy for the next year's $1 million, which arrives as an executive budget line.
